Russell Tsuji is counsel for the defense, worked in the AG office from 2001 - 2005, then became the State land administrator at DLNR, then became the 1st deputy director at DLNR, then returned to his position in the land division. Basically in this role his job is to manage state lands and act as a landlord. Frankel begins his examination asking about the lease files. We know from the last 2 days of testimony that there's nothing in the file having to do with lease compliance. No letters to the army to clean up their trash or notices or anything like that. In a normal landlord tenant relationship if the tenant was destroying a property, the landlord would issue notices and keep them on file. At the least. But nothing is normal about the lease @ Pōhakuloa.
