E nā kiaʻi mauna, I just saw an August 15, 2015 memo from UH system Vice President for Research and Innovation, Vassilis L. Syrmos to UHM Robert Bley-Vroman Chancellor. It states that SYSTEM-WIDE, they are withholding 5% of ALL research-generated funds from ALL fields for "astronomy-related projects." The memo makes clear that they will be using this money for legal fees, EAs and consultants for the TMT and the solar telescope on Haleakalā.

To give you an idea of what this means: I work in the college of social sciences and our faculty generate about $1.4 million in funds from our research grants for indirect costs. Even though our grants have nothing to do with astronomy or the telescopes, the UH system will now be withholding 5% of that money to pay to defend the telescopes, and the PIs (principal investigators) of the grants will have no say in the matter. UHM faculty overall generated about $28 million in RTRF funds, and all of that will be subject to this 5% sweep. This is outrageous! Additionally, that money for indirect costs is supposed to be for research-related spending. All UH faculty on every campus needs to be aware of this, because if you are getting a grant of any kind, some of it is now being swept by upper level admin to support the TMT and Inouye solar telescope.
